UN Report Says Global Warming Will Cross 1.5°C but Faster Action Can Limit the Overshoot
A new United Nations Environment Programme report says the world is now expected to exceed the 1.5°C global warming threshold associated with the Paris Agreement, but it also argues that the scale and duration of the overshoot can still be limited. The report places renewed emphasis on rapid emissions cuts, adaptation and efforts to bring temperatures back down after a temporary period above the threshold.
What the UNEP report found
UNEP’s Limiting Overshoot report says exceeding 1.5°C is now widely assessed as unavoidable under current policies and near-term trajectories. Its analysis focuses not only on whether the threshold is crossed, but also on how high temperatures rise and how long they remain elevated.
UNEP says the best-case pathway examined in the report reaches a peak warming level of about 1.8°C before temperatures decline. Other pathways could result in substantially higher warming if countries do not strengthen climate policies and emissions reductions.
Why every fraction of a degree matters
The report emphasizes that climate risks increase as warming rises. Higher peak temperatures can intensify heat, heavy rainfall, drought, sea-level rise and pressure on ecosystems. Longer periods of elevated temperatures also increase the likelihood of crossing environmental thresholds that may be difficult or impossible to reverse.
That means crossing 1.5°C does not make further action pointless. Instead, UNEP argues that each fraction of a degree avoided can reduce future damage. A shorter period of overshoot can also reduce risks for communities that are particularly exposed to climate hazards.
Emissions cuts remain central
The report does not treat carbon removal as a substitute for reducing greenhouse-gas emissions. UNEP says emissions must fall rapidly enough to limit peak warming, while carbon dioxide removal and natural approaches such as reforestation may play a supporting role in returning temperatures lower over time.
That distinction matters because removing carbon from the atmosphere at large scale remains technically, economically and politically challenging. The longer global emissions remain high, the more difficult it becomes to limit the eventual temperature peak.
Adaptation becomes more urgent
Even with stronger mitigation, countries will need to adapt to climate impacts that are already occurring or becoming unavoidable. Adaptation can include stronger infrastructure, improved water management, heat planning, disaster preparedness and changes in agriculture.
UNEP’s analysis stresses that mitigation and adaptation need to move forward together. Reducing emissions limits future risks, while adaptation helps communities manage impacts that cannot be avoided.
Implications for governments and communities
The report puts pressure on governments to treat climate policy as both an emissions challenge and a resilience challenge. Countries will need to assess how their energy, transportation, food and infrastructure systems perform under more extreme conditions.

The remaining policy window
UNEP’s central message is that an overshoot should not become an excuse for inaction. The lower the eventual peak and the shorter the time spent above 1.5°C, the lower the risks to people, economies and ecosystems. The report therefore frames the next phase of climate policy around urgency rather than resignation.
